Village police officer accused of soliciting minor

- ANCHORAGE, Alaska (AP) - A 21-year-old police officer in the northwest Alaska village of Kobuk is accused of sending multiple text messages asking a 12-year-old girl for sex. The Anchorage Daily News says Leon Outwater was arrested by Alaska State Troopers Thursday and placed in custody in Kotzebue. Troopers say Outwater is charged with soliciting a minor for sex and tampering with evidence. It's unclear if Outwater has an attorney. According to troopers, Outwater sent at least 20 text messages to the girl during a 24-hour period, using a village-owned cell phone. Troopers say Outwater tampered with evidence by deleting the messages from the phone when he was relieved of his duties. According to troopers, the girl's mother became concerned about her daughter's safety and called troopers in Kotzebue.
